Summary About the Position:
This is a PERMANENT Auditor position with U.
S.
Army Central, Chief of Staff located at Shaw AFB, SC.
ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND OPM PRESCRIBED UNSCHEDULED TELEWORK.

Duties Performs the most complex analysis and evaluations related to all aspects of accounting, management control and risk management.
Prepares an audit program based on use of the most appropriate advanced audit techniques.
Applies a comprehensive knowledge of analysis/reporting requirements, work processes, accounting systems structure and data produced to resolve significant accounting and management problems.
Serves as the command representative and point of contact for external agencies (GAO, USAAA, DODIG, CPAs, etc.
) regarding their inspections, surveys, and/or audit findings and recommendations.
Performs a variety of audits that are usually without precedent and require the use of advanced auditing techniques in gathering and evaluating pertinent data.
Interprets policies and procedures generated by higher headquarters to include implications of immediate-and long-range management activities, plans and decisions.
Explains the purpose and procedures for the audit and answers questions.
Conducts entrance conferences with management officials at the audit site.
Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
This position requires the employee to obtain and maintain a Financial Management Certification Level3 within one year of hire.
A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for Auditor:
A.
Degree:
Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
The 24 hours may include up to 6 hours of credit in business law.
OR B.
Combination of Education and
Experience:
Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicant's background must also include one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.
This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.
g.
, 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.
g.
, valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized
Experience:
One year of specialized experience which includes analyzing account records, auditing automated accounting and financial systems; developing position papers and fact sheets that interpret and explain reports and accounting data; utilizing accounting and auditing theories to accomplish managerial accounting and operational assignments.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
